As the last process of the modern cosmetic industry, cosmetic packaging should not only protect the health and safety of the contents but also not pollute the cosmetics and increase the unsafe factors of the contents for its reasons.
The safety of cosmetics is a global concern. Different countries and regions have different laws and regulations to ensure their safety. However, although some countries and regions have some considerations on the safety of cosmetic packaging, they do not put forward how to evaluate the safety of cosmetic packaging. It can be seen that the lack of safety standards for cosmetic packaging materials is a global common problem.
Relevant laws and regulations of different countries or regions
·European union
There is no direct regulation on the safety of product packaging materials in the EU regulation (EC) n ° 1223 / 2009, but Article 17 points out that a small number of prohibited substances in cosmetics due to impurities of natural or synthetic raw materials, production process, storage and packaging migration, and these substances are inevitable under GMP technical conditions, the cosmetics can be sold on the premise of meeting human safety. In addition, Appendix I - cosmetic safety report also points out that it is necessary to include relevant information on product packaging materials, especially their purity and stability.

The model toxics in packaging legislation formulated in 1989 is a coordinated regulation aimed at reducing the content of some harmful substances in packaging materials, and TPCH (toxics in packaging clearing house) established in 1992 is responsible for the promotion and coordinated implementation in the United States. The federal food drugs and cosmetic act of the United States stipulate that cosmetic containers or products shall not contain substances that may cause harm when used (except coal tar hair dye).
·Japan
As for the safety of packaging materials for cosmetics, there are no special regulations in Japan. In principle, it should comply with the relevant provisions of the Pharmaceutical Affairs Law, that is, it should not cause damage to human health under predictable use conditions.
International standard
ISO 22715:2006 "cosmetics - packaging and labeling" of the international organization for standardization point out that the design of the packaging should ensure that under the conditions specified by the manufacturer for storage, transportation, and treatment, it can prevent damage and deterioration, and will not adversely affect the products.
ISO 22716:2007 "cosmetics - Good Manufacturing Practices (GMP) - Guidelines on good manufacturing practices" 6 raw materials and packaging materials stipulates that packaging materials should be evaluated and inspected to ensure compliance with the requirements. 7.3 it is mentioned in the packaging operation that a list of packaging materials is required. 9.3 the acceptance standard specifies that the management standard shall be established for packaging materials.
